Early childhood offers the highest returns on human capital investment, yet the costs of sending a child for early childhood education are still higher on average than for upper levels like primary and secondary school, said MP Jamus Lim. He said support for early childhood education should be made much more universal, especially when children from low-income households will benefit the most. He suggested providing lower-income homes with vouchers that can be applied to preschools. Assoc Prof Lim said while this is not dissimilar to subsidies, it has an added advantage of sending a clear signal to underperforming preschools that they must buck up or be relieved of Government financial support.
