David Hoe on Info-communications Media Development Authority (Amendment) Bill

10:23 Min

A media ecosystem that is open and contestable should, in principle, create more opportunities. However, the Info-communications Media Development Authority (Amendment) Bill does not directly create those opportunities. It seeks to prevent a market structure where opportunities become too concentrated in the hands of a few dominant players. The question is, said MP David Hoe, whether this will translate into a more vibrant ecosystem where more players can enter, grow and hire. If the new powers are applied without sufficient proportionality, he said, they may create uncertainty for legitimate growth, particularly for smaller or emerging players. “We should not protect competition in a way which makes it harder for future competitors to emerge,” Mr Hoe said in parliament on Wednesday (May 6).
