Dennis Tan on Family Justice Reform Bill
In Parliament on Monday (May 8), MP Dennis Tan voiced support for the proposed changes to improve the enforcement process for maintenance payments. He hopes they would significantly reduce the incidences of deliberate and late or non-payment of maintenance. He also sought clarifications on the Bill. He wanted to know how the new enforcement process would prevent or minimise failure to pay maintenance. Turning to Maintenance Enforcement Officers (MEOs), he pointed out that it is important to distinguish between respondents who cannot afford to pay maintenance due to their financial situation and those who refuse to pay when they can afford to do so. He highlighted the need for a full report from the MEOs to the applicant, respondent, or both. It would be fair to both parties, he said. For example, the applicant should know why the application failed and both parties should know if the report is fair or should be appealed against.
