Elysa Chen on CareShield Life and Long-Term Care (Amendment) Bill
The modification of underwriting criteria for CareShield Life is necessary to prevent adverse selection and maintain actuarial fairness, said MP Elysa Chen, but she raised areas of concern over safeguarding the inclusivity and effectiveness of the scheme. Her questions included how many people are projected to fall outside the scope of coverage due to the revised stipulations; what might be the long-term impact of societal and healthcare costs of disability of people excluded from the scheme; what factors will be taken into account in granting discretionary approval for those who still apply; and what transitional support, if any, is planned for individuals who no longer qualify. Ms Chen spoke in parliament on Wednesday (Oct 15).
