MP Fadli Fawzi posed this question in parliament on Tuesday (Nov 4). He noted that scams are increasingly being perpetrated by organised crime networks operating transnationally. This means the ringleaders are often cocooned far from Singapore, while lower-level operators on the frontline are caught. Caning this latter group, therefore, may be unlikely to dent the criminal operations.
