Fadli Fawzi on Electronic Conveyancing and Other Matters Bill
Allowing the remote signing of Lasting Powers of Attorney (LPAs) may improve convenience, but it also carries risks, said MP Fadli Fawzi. He asked how the Office of the Public Guardian (OPG) would determine that there is no significant risk of undue pressure or fraud by donees, and no significant risk that donees will not act in the donors' best interests. He wanted to know if the OPG has the capacity to conduct case-by-case inquiries into family circumstances or whether the application process will largely be pro forma, meaning as long as documents are in order, approval will generally be granted. Mr Fadli also said that if the concern is to make LPA procedures more convenient and accessible to donors, more categories of certificate issuers could be considered - for example, registered social workers. He spoke in parliament on Wednesday (Oct 15).
