The free morning off-peak travel programme aims to reduce overcrowding and is being piloted on the North East Line and Sengkang-Punggol LRT. When a similar programme was introduced in 2013, about seven per cent of commuters shifted out of the morning peak. If a similar and sustained result can be achieved, there will be no need for additional resources to support higher commuter traffic before 7.30am. The free morning off-peak travel programme will be fully funded by the government. The level of government funding required will depend on the eventual take-up rate and effectiveness of the scheme. The government will assess after a year before deciding on whether to extend the scheme.
