Koh Poh Koon on foreigners in delivery platform work
Only Singaporeans and permanent residents can do platform work in Singapore as the Ministry of Manpower (MOM) does not issue work passes to foreigners for such work. Platform operators can, however, legitimately outsource delivery jobs to third-party logistics companies which may employ foreigners who can only work for a single firm and be paid a fixed monthly salary. MOM does not track the number of such subcontractors, nor the number of foreigners performing such work. Giving these details in parliament on Friday (Sep 26), Senior Minister of State for Manpower Koh Poh Koon explained the challenges and said operationally, it is left to the companies to “do what is right”. He said food delivery platform operators have agreed to provide more clarity to workers on their outsourcing practices, encourage riders to go to high-demand areas to reduce the need for outsourcing, and require the necessary documentation from outsourced companies as well as conduct audits.
