Leon Perera on Carbon Pricing (Amendment) Bill

The Workers' Party supports the thrust of the Carbon Pricing (Amendment) Bill, as there is no greater challenge facing humanity than that of climate change, said MP Leon Perera. Speaking in Parliament on Tuesday (Nov 8), he stressed the need to avoid the "tragedy of the commons". In the context of climate change, this refers to the problem created when individual countries pursue their national interests in an uncoordinated fashion at the expense of the global environment, leading to disastrous effects for all, he said. Mr Perera said the uniqueness and seriousness of the challenge call for national resolve and unity across the political spectrum. He noted that most mainstream economists accept that carbon pricing is probably the most sound and effective approach to controlling emissions. He also sought clarifications on the Bill. One relates to carbon tax allowances for nationally strategic projects. He said these must be limited and transparent to demonstrate Singapore's ambition and seriousness, as well as foster confidence among companies in the carbon tax regime.
