Heartland shops add vibrancy and character to our neighbourhoods, said MP Louis Chua. Speaking in Parliament on Tuesday (Jan 10), he hopes that upgrading initiatives can be rolled out expeditiously. He voiced support for the move to reduce the threshold for shop owners to approve upgrading works from 100 per cent to 75 per cent. He said any capital expenditure incurred on common areas should be the responsibility of the Housing and Development Board (HDB) as well. This is similar to retail malls owned by commercial landlords who may undertake upgrading works and asset enhancement initiatives, he said. He also urged HDB to look at neighbourhoods or precincts which are currently underserved, by allocating a portion of void deck space to provide for coffeeshops, for example.
