Melvin Yong on Online Criminal Harms Bill
The e-commerce boom has “super-charged” the way consumers shop, but it has also led to a surge in online scams, said MP Melvin Yong in Parliament on Wednesday (Jul 5). He asked if the codes of practice and issuing of Directions proposed under the Online Criminal Harms Bill will include mandating e-commerce platforms to conduct seller verification and set up an escrow account. If seller verification is made mandatory, he asked what legislative teeth will be in place should platforms refuse to comply. As for an escrow account, he said it is a “simple but effective” mechanism to protect consumers’ monies until goods are satisfactorily delivered. Mr Yong also wanted to know if the key executives of e-commerce platforms will be criminally liable for offences under the Bill or if they direct their firms to not comply or partially comply with Directions issued.
