A landmark ruling ten years ago - invalidating most of Beijing's nine-dash line claims, doing little to bring contesting states to an agreement. China boycotted proceedings and has never recognised the verdict. But for Manila - the ruling serves as a valuable cornerstone of order rooted in a rules-based international order.
