Proposed new ministerial powers to issue Restraining Orders against racial content are substantial and may - in theory - go beyond what is reasonably necessary to address the behaviour of concern, said NMP Razwana Begum Abdul Rahim. She suggested stipulating that the action can only be taken once all other options have been exhausted, and subject to certain conditions. Speaking in Parliament on Tuesday (Feb 4), Assoc Prof Razwana also pointed out that prevention is better than cure. She asked about educational programmes in schools to combat racial or religious intolerance, as well as programmes to familiarise immigrants and new citizens with local norms. She also called for more support for victims of racism, including informing them of their right to seek legal advice or action.
