Sun Xueling on support for buyers whose BTO flats are completed early
In 2025, about 30 per cent of Build-to-Order (BTO) blocks were completed earlier than estimated at the time of booking - by about two months, on average. Buyers are notified by HDB at three junctures - one year, six months and three months before expected completion. When their flats are ready, buyers must collect their keys and pay the balance flat price within a month. Those who face difficulties due to early completion can approach HDB for assistance. HDB may defer key collection for those who need extra time to sell their existing flats or work out their financing arrangements.
