The Statutes (Miscellaneous Amendments) Bill makes minor changes that collectively strengthen Singapore’s regulatory framework. Senior Parliamentary Secretary for National Development Syed Harun Alhabsyi, who highlighted the key features in parliament on Thursday (May 7), said it ensures that Singapore’s statutory boards can continue to serve its people effectively with proper legislative backing. The amendments fall within five groups. One of them clarifies and expands the functions and duties of the Building and Construction Authority (BCA) and Urban Redevelopment Authority (URA). BCA will act as the government's agent in managing programmes such as the Estate Upgrading Programme for private residential estates. URA will undertake and coordinate the planning of infrastructure for transport, utilities and other infrastructure in Singapore. Another proposed change - higher penalties for wildlife feeding offences for first-time and repeat offenders. The bill also validates fees and charges collected by BCA, HDB, the National Parks Board and URA in the ordinary course of their operations.
