Tan See Leng on implications of overqualified workers on underemployment
In 2025, 19.4 per cent of Singapore’s resident workforce was overqualified, below the high-income countries’ average of 21.6 per cent. The vast majority of cases were voluntary. In contrast, the involuntary overqualification rate was low at 1.7 per cent and this has remained stable over the past decade. The sector with the highest number of involuntarily overqualified workers was transportation and storage. Manpower Minister Tan See Leng gave this update in reply to parliamentary questions on Tuesday (May 5). He said the government remains committed to helping all individuals find jobs that can meet their personal needs and career aspirations.
