Delivering public services quickly and effectively to those who need it most increasingly requires trusted partnerships beyond public agencies. So, the government is moving to ensure that data sharing to this effect can be done safely and responsibly not just among agencies but also with external parties. Three safeguards will have to be met. There must be a legitimate purpose for data sharing, each arrangement must be specifically authorised by a minister, and external partners will be bound by clear terms on how the data is protected and used, with penalties for violation.
