Equalise paternity and maternity leave benefits in phases, setting a target date to achieve parity. He also called for ending the continued stigma against single unwed parents by no longer excluding them from policies such as the Parenthood Tax Rebate, Working Mother’s Child Relief and the cash component of the Baby Bonus.
