Yip Hon Weng on Environmental Public Health (Amendment) Bill
There are operational challenges in a proposal to hold flat owners and tenants responsible in cases of high-rise littering unless they can prove otherwise, said MP Yip Hon Weng in Parliament on Monday (Feb 6). He wanted to know how the authorities will determine if this measure is effective. Mr Yip asked what percentage of littering cases is currently being attributed to children, the elderly or individuals with certain disabilities. He noted that these groups should not be given a free pass; at the same time, they might be used as scapegoats for the real offenders to escape penalties. Mr Yip also said it is imperative that the Progressive Wage Model be expanded to more workers in cleaning and waste management. He proposed that companies be made to pay workers on time as a condition of their licences, and that firms be mandated or incentivised to give workers paid time off for skills training.
