Zhulkarnain Abdul Rahim on Criminal Law (Miscellaneous Amendments) Bill

MP Zhulkarnain Abdul Rahim welcomed increased penalties for sexual violence, provided for in a Bill debated in Parliament on Monday (Sep 13). However, he wanted to know why there was no corresponding increase for offences perpetrated on children under the age of 14 and why the cap of 14 was chosen instead of covering all minors under 16. On the offence of obstructing public servants in carrying out their duties, Mr Zhulkarnain asked if a harsher sentence should be imposed if there were aggravating factors - for instance, if the obstruction caused damage to public property or loss of life.
