Amy Khor on review of point-to-point transport services

The Government is “not ruling out” the idea of having a separate Certificate of Entitlement (COE) category for private-hire cars (PHCs) but this requires careful consideration and further study as there are tradeoffs involved, said Senior Minister of State for Transport Amy Khor. Replying to an MP’s questions in Parliament on Wednesday (Feb 7), she said a key challenge is in sizing the quota to be set aside for this category. This is as demand for PHC services continues to evolve - and given the current sizeable population of PHCs, existing quota from COE categories A and B will have to be reallocated, with potential effects on COE prices or ride-hailing prices. Dr Khor said an ongoing review of the point-to-point (P2P) industry structure and regulatory framework covers the availability, resilience and inclusivity of P2P services overall and is targeted for completion by the second half of 2024.
