China and Hong Kong bracing for impact as Super Typhoon Ragasa batters northern Philippines

Super Typhoon Ragasa has slammed into northern Philippines, bringing heavy rains and strong winds. It made landfall at around 3pm local time on the remote Babuyan Islands, which is under the country's highest storm warning.
