Committee of Supply 2026 debate, Day 3: Charlene Chen on scaling Special Educational Needs support in mainstream schools
As inclusion deepens in mainstream schools, the government must ensure that support arrives early enough and scales quickly enough to ease pressure in the classroom, said MP Charlene Chen in parliament on Monday (Mar 2). She noted that Ministry of Education officers support teachers in identifying social-behavioural difficulties, largely through observation and monitoring. She proposed strengthening this process by incorporating structured executive-function indicators into the existing Primary 1 screening framework.
