Government funding for anchor and partner operators in the pre-school segment has resulted in a massive price gap compared with independent operators. It leaves parents having to choose based on price, not pedagogy; and the mid-tier of operators is collapsing. MP Kenneth Tiong raised this issue which is “not market-created, but policy-created” in parliament on Thursday (Mar 5). He had two proposals - fund the child with subsidies, not the school; and provide operator-independent teacher funding.
