The government will double its efforts to enhance social mobility. It will go beyond social assistance to social empowerment by supporting lower-income families through a safety net, steadying hand and a ladder to grow their own resources. Minister of State for Social and Family Development Zhulkarnain Abdul Rahim, who highlighted the key thrusts in parliament on Friday (Mar 6), said one key tool is ComLink+. All families on the scheme will receive a new “partnership payout” of S$500 each quarter if they keep working towards their goals. For pre-school, there will be milestones to encourage families to work towards regular attendance. Another tool is employment, with more enablers in job-matching, upskilling and caregiving. Families with younger jobseekers will get targeted support - those aged 18 to 39 will receive upskilling support for basic living expenses and S$500 for every three months they are in training.
