True deterrence of scam activities does not come from harsher punishment alone, but from efficiency and speed in catching offenders, certainty in delivering justice and building a smart and scam-aware society, said MP David Hoe. Speaking in parliament on Tuesday (Nov 4), he said action must include stronger, faster cross-border cooperation and enforcement, as many scammers believe they will never be caught because they hide behind fake accounts or operate outside Singapore. Implementing caning for offenders is therefore no silver bullet, said Mr Hoe. He asked, in particular, how the upper limit of 12 strokes for discretionary caning was set. Efforts must also continue to build a scam-resilient society, he said, and that includes fighting the stigma associated with falling prey to scams.
