Desmond Tan on outcome-based contracting for security service buyers

Outcome-based contracting (OBC) is a key strategy under the Security Industry Transformation Map to enable security agencies to innovate and deliver more productive solutions. From May 2020, it is mandatory for public agencies to adopt OBC for new security services contracts put up for tender. Since then, more than half of the public agencies have adopted OBC. The remaining agencies will come on board over the next few years. Minister of State for Home Affairs Desmond Tan gave this update in Parliament on Monday (Apr 4) in response to an MP's questions. As for the private sector, a survey conducted by the Ministry of Home Affairs in 2020 found that the OBC adoption rate was about six per cent. About seven in 10 indicated they had plans to adopt OBC. Hence, the adoption rate is expected to increase in the coming years, said Mr Tan. He also highlighted the efforts to support industry partners in their transition to OBC.
