The Online Safety (Relief and Accountability) Bill clarifies duties, provides relief and strengthens accountability across the online ecosystem to deal with online harms, said Law Minister Edwin Tong. Outlining the proposed statutory torts framework in parliament on Wednesday (Nov 5), Mr Tong stressed that it aims to empower victims by extending the new statutory duties to administrators, platforms and the key actors in the online ecosystem. Platforms and administrators need not proactively scan for all harms - they only have to act responsibly once notified. Taken together, these duties encourage vigilance without imposing impossible burdens and reflect the principle “if you control the space, then you must play your part in keeping it safe”, he said.
