In parliament on Tuesday (Nov 4), MP Henry Kwek weighed in on proposed amendments to the law to ensure that older youth offenders can be subject to adequate penalties. Noting that “maturity is a continuum”, he called for a graduated, age-sensitive approach for those aged 14 to 18 based on age, maturity and context, “reserving adult-style (charging) for truly serious crimes”.
