MP Kenneth Tiong made this suggestion in parliament on Tuesday (May 5). He said with the existing system, the government defaults to input-side accountability, ensuring providers are accredited, claims meet thresholds and participants receive certification. However, whether the credential improves a worker’s employability is not measurable at point of purchase, but in labour outcomes years later. Mr Tiong called instead for structured employer accountability, with sectoral associations and firms bearing reputational and financial consequences for training quality. He said this would sharpen the skills framework too, as employers “with skin in the game” would push for what the job actually requires - not just entry criteria, but the tacit knowledge needed to stay and grow.
