Patrick Tay on Registration of Criminals (Amendment) Bill

04:16 Min

There is no doubt that DNA evidence has helped solve numerous serious crime cases around the world, said MP Patrick Tay. However, he said plans to expand Singapore’s police DNA database must be accompanied by adequate safeguards in three areas - collection, use and disclosure. Mr Tay wanted to know how invasive DNA collection will be, and whether vulnerable people such as the young and intellectually disabled will be subjected to it; how to prevent contamination in DNA collection and examination, and whether this process will be outsourced; how widely DNA data will be shared, including with agencies other than the police force or even private organisations such as insurance companies when they investigate fraud. Mr Tay spoke in Parliament on Monday (Sep 12).
