Poh Li San on Civil Aviation Authority of Singapore (Amendment) Bill

Every passenger departing Singapore through Changi Airport will pay S$16.90 in levies - S$6.10 for aviation levy and S$10.80 for aviation development levy to the Civil Aviation Authority of Singapore, on top of the air ticket. With the sustainable aviation fuel (SAF) levy, the total levy per trip will increase to between S$19.90 and S$32.90 - up between 18 per cent and 95 per cent, depending on the distance of the destination. MP Poh Li San, who did the sums, told parliament on Tuesday (Oct 14) that while it may be a small amount, consumers have no choice and no control over it, as well as no benefit except indirectly. She wanted to know why the cost burden is borne solely by passengers, and added that the target should be the airlines which will benefit from the carbon credits. Noting that Singapore is the only country to have a levy imposed solely on passengers, she wanted to know why the airlines are not paying and why the government even needs to mandate such a levy on passengers when some airlines have already voluntarily committed to decarbonisation through SAF.
