Water seepage in HDB flats could come from various sources. These include the external wall or the flat above. As the external walls of HDB blocks are common property, town councils are responsible for investigating and repairing the leaks reported to them. For leaks between two flats, it is the responsibility of the lower and upper floor flat owners to collectively resolve the situation. In challenging and complex cases that usually involve multiple sources of leaks, town councils and residents may approach the HDB for advice. As water seepage issues can be resolved once the sources of leaks have been identified and repaired, there are no plans for the HDB to offer compensation or to buy back the flats. Senior Minister of State for National Development Tan Kiat How said this in reply to an MP's questions in Parliament on Tuesday (Feb 14).
