Fadli Fawzi on Statutes (Miscellaneous Amendments) Bill

The House should take “a moment of genuine interest” in the provisions that relate to the collection of fees over a period by four agencies under the Ministry of National Development, said MP Fadli Fawzi. Three of them are statutory boards with long histories and well-resourced legal and policy functions behind them, he said in parliament on Thursday (May 7). The list of affected collections includes some of the most routine transactions a citizen will have, such as paying to expedite a Temporary Occupation Permit application and a release fee after a vehicle has been clamped in the carpark, he said. He wanted to know the aggregate quantum of the sums being validated, how many Singaporeans have been affected, and the legal basis for these agencies to impose the fees and charges.
