The Social Residential Homes Bill is a step forward - it creates a licensing system and introduces new regulations. But a licence alone does not build a caring home and a set of rules is not the same as a system that truly cares. That is why Singapore must go further with a roadmap for the next 10 or 20 years. MP Yip Hon Weng made this call in parliament on Tuesday (Apr 8), saying quality care requires several things. It needs minimum staffing ratios so that every resident gets the attention he or she deserves and real mental health support for caregivers. He stressed the need for transparency, public accountability, real oversight and a complaint system that works. He also stressed the need to protect the dignity and rights of residents so that they do not feel like they are trapped in an institution but feel at home.
