Zhulkarnain Abdul Rahim on Singapore Armed Forces and Other Matters Bill

Information and intelligence must be treated as a key part of the defence of Singapore, said MP Zhulkarnain Abdul Rahim. Speaking in Parliament on Tuesday (Aug 2), he said the proposed Digital and Intelligence Service (DIS) will play a crucial role in strengthening Singapore's information defences and send a message to potential attackers that they "cannot break our body, nor our spirit, without a fight". He also raised three areas of concern. Firstly, in a tight labour market, the Singapore Armed Forces needs to attract the best talents for the DIS. He suggested specific scholarships in key areas and expertise to attract and groom talent in specialised fields. Secondly, the DIS needs to build capability and cooperation across and within jurisdictions, as well as work collectively with other Government agencies. Thirdly, the focus should not just be on defence per se, but also on building up preemptive strike capabilities.
