What constitutes “raiding the reserves”? This question was asked by NCMP Leong Mun Wai in Parliament on Friday (Feb 24) as he said the PAP Government and some MPs used the phrase to attack alternative policy ideas and proposals put up by the opposition. Mr Leong suggested that any proposal where the amount involved is small relative to the size of Singapore’s reserves or net investment returns, and which serves an important purpose, should not be accused of raiding the reserves. Mr Leong also asked how much the termination payment for the Sports Hub was, and if it was so urgent that it had to be advanced from the Contingencies Fund and not paid out from Budget 2023.
