Leon Perera on Environmental Public Health (Amendment) Bill
The measures proposed under the Environmental Public Health (Amendment) Bill for cleaning businesses and workers are a step in the right direction, said MP Leon Perera. Speaking in Parliament on Monday (Feb 6), he also sought clarifications on the proposed measures to hold flat owners and their tenants liable if littering acts have been committed from their units. He wanted to know what is the standard of proof that needs to be met to rebut the presumptions of guilt. He asked the Government to share some examples of what such proof might look like. He also asked the Government to elaborate on how care will be taken when deciding whether or not to fine or charge vulnerable groups of possible offenders. Mr Perera also warned of possible unintended consequences from the new presumptions of guilt. Issues of privacy, as well as conflicts, could arise among owners and tenants who may wish to push the blame to each other.
