Louis Ng on Building Control (Amendment) Bill
Singapore is moving to identify energy-intensive buildings and require their owners to improve energy efficiency. During the debate on the Building Control (Amendment) Bill in Parliament on Tuesday (Sep 10), MP Louis Ng sought several points of clarification. How will these buildings be identified and will the criteria be reviewed and progressively strengthened? In allowing professional engineers to carry out energy audits, have they been equipped with the necessary skills? What are examples of situations that might be considered impracticable for meeting the specified reduction in energy-use intensity and could they include financial cost? As the regulations will result in increased costs for building owners and businesses, what support will be provided to help them comply? Has the Government worked with entrepreneurs to trial green products and services related to improving the energy efficiency of buildings through an existing sandbox initiative?
