Committee of Supply 2026 debate, Day 4: David Neo on creating a student-centric education system
The Ministry of Education (MOE) will continue to press on with efforts to make its system more student-centric. One key move - a new post-secondary admissions exercise from 2028. There will be a single admissions process for junior college, Millennia Institute, polytechnic and Institute of Technical Education. All pathways and courses are available on a single platform; students can see all the courses that they are eligible for, select and rank their choices. To encourage students to prioritise schools and courses based on their strengths and interests, tiebreakers will be introduced based on citizenship, choice order, gross aggregate score and computerised balloting. These will apply when two or more students with the same net aggregate score vie for the last available vacancy. The 2027 Singapore-Cambridge Secondary Education Certificate cohort, which will receive its results in January 2028, will apply for post-secondary courses using this system and know the outcomes by early February. Senior Minister of State for Education David Neo, who announced this change in parliament on Tuesday (Feb 3), also highlighted several key moves to shape a student-centric education system.
