Introduce discretionary caning for administrators of online locations for large-scale circulation of obscene material, said MP Xie Yao Quan in parliament on Tuesday (Nov 4). He said the criminal force inflicted on victims via electronic means is no less severe than that inflicted in person - in fact, often more so due to scale and speed. The stiffer penalty is also a necessary deterrent, given the prevalence and ease of becoming an administrator, he added. As for scams, Mr Xie said they are a national law and order priority, like drugs - and also operated similarly, while causing similar immense harm to society. He suggested much stiffer penalties for scammers, members and recruiters of syndicates, in line with those for illegal manufacturers and traffickers of controlled Class A drugs.
