First-time drug abusers who surrender to get community supervision, not sent to DRC

First-time drug abusers who surrender themselves will not be sent to detention in the Drug Rehabilitation Centre, starting from May 16. Instead, they will be placed on community supervision with compulsory case management. The move is aimed at encouraging more to seek help early.
