Sim Ann on Land Transport and Related Matters Bill
The mandatory installation of speed limiters in lorries began in 2024 and as at 5 January 2026, around 72 per cent of lorries had complied. However, the existing offences were found to be inadequate in deterring non-compliance and ensuring accountability, so changes were proposed in parliament on Tuesday (Feb 3) to close those gaps. Penalties will also be raised - with a 10-fold increase in fines for first-time and repeat offenders - to ensure they pose a credible deterrent and are commensurate with potential harm. Senior Minister of State for Home Affairs Sim Ann also outlined an amendment to make clear that the mandatory disqualification periods prescribed for certain serious road traffic offences, such as drink driving and car racing, are minimum periods and that the courts can impose longer periods - including lifetime bans - if they deem fit.
