Louis Ng on Criminal Procedure (Miscellaneous Amendments) Bill
In Parliament on Monday (Feb 5), MP Louis Ng raised questions about the proposed Sentence for Public Protection (SPP) and Sentence for Enhanced Public Protection (SEPP). The first could replace the existing corrective training and preventive detention regimes, which are more severe forms of imprisonment. The second could see indefinite jail terms for high-risk offenders who commit serious crimes. Mr Ng asked how an offender’s suitability for SPP and SEPP will be assessed, what resources will go into rehabilitating them and what steps will be taken to mitigate the risk that they will be considered to be beyond rehabilitation. He also wanted to know what alternatives the Government considered and what factors it took into account in deciding on this approach.
