Yip Hon Weng on Civil Aviation Authority of Singapore (Amendment) Bill

In implementing a new sustainable aviation fuel levy, Singapore must take several factors into account - transparency, fairness, competitiveness, accountability and international alignment, said MP Yip Hon Weng. In parliament on Tuesday (Oct 14), he outlined a slew of concerns and suggestions in these areas. They included ensuring levies are stated clearly on passenger tickets and cargo contracts; implementing a progressive levy structure where non-commercial, private and business jets contribute more than regular families flying economy; protecting Singapore’s competitiveness as an air hub so that it is not priced out of the regional race; requiring the Civil Aviation Authority of Singapore to publish an annual report with details such as how much was collected in levies, how much sustainable aviation fuel was purchased and where it was sourced; and how the levy will work alongside global frameworks, particularly the Carbon Offsetting and Reduction Scheme for International Aviation.
