Committee of Supply 2025 debate, Day 4: Baey Yam Keng on new rules for bus commuters, PMA use

Public bus drivers will soon have the authority to tell disruptive passengers to alight or call the police to deal with them. This will be based on new “Conditions of Carriage” which aim to provide a safe and comfortable experience for commuters and drivers, said Senior Parliamentary Secretary for Transport Baey Yam Keng. In parliament on Wednesday (Mar 5), he also announced that new rules to prevent the misuse of personal mobility aids (PMAs) will take effect from the first quarter of 2026. PMAs used on public paths will have a speed limit of 6km/h, down from 10km/h, and be subject to size restrictions aligned with those on public transport. Users of mobility scooters - a type of PMA - will require medical certification from a doctor. Mr Baey also elaborated on a planned rejuvenation of MRT stations on Singapore’s oldest North-South and East-West Lines, starting with Yishun. He said lessons from the newest Thomson-East Coast Line, which has been “well-received by commuters”, will be studied.
