Goh Hanyan on socially-conscious enterprise hawker centres

Socially-conscious Enterprise Hawker Centres operators have to strike a balance between ensuring that patrons' needs are adequately served and safeguarding stallholders' interests. They have the flexibility to state the terms of their agreements with stallholders based on operational needs and these must be made upfront to ensure that hawkers can make informed decisions. As tenancy agreements are private arrangements, it would not be appropriate for the National Environment Agency to mandate public disclosure. Senior Parliamentary Secretary for Sustainability and the Environment Goh Hanyan, who said this in reply to MPs' questions in parliament on Wednesday (Sep 24), stressed that stallholders are not expected to make a loss from selling value meals and should take this into consideration when negotiating the rent.
